Identify this Flower

O.k, an assignment for all you vegetative people - oh, you know what I mean! I spotted this low growing plant somewhere near Lakewood, Washington, on March 20Th. Which is partly why I want to know what it is, so I can have this flower blooming at my house in March. So, what is it?

I do believe that is called periwinkle. My neighbors have it growing wild in their yard, but I never got up the nerve to go steal some. So, I bought several starts at Lowe's 2 years ago. It is a hardy plant that stays green all winter and blooms almost all year.

Ei, it is called vinca, and that particular color is indeed called periwinkle. If you go over to see Kim, there is vinca planted under that big fir tree in fromt of the shop. Just be sure to stay on HER side of the property because that crazy man that bought our house might come out and shoot you!The vinca does best with partial shade.
